How to download payslip in Cameroon for free.
This step requires you to open the Government payslip portal in order to access the official website.
To do this, simply type ebulletin.minfi.cm on your browser’s url box and hit ENTER.
Make sure you select your preferred language when the window opens. Default language is French.

If you already created an account, just go ahead and enter your matricule number and password then click on Log-In, if not then you will have to follow step 2.
Click on “Forgotten password” to retrieve your password in case you’ve forgotten.
This step requires you to input your personal information to be registered.
1- Enter your Matricule in this box. Click here if you’ve forgotten your Matricule.
2- Choose a password where only you can remember and enter it here.
3- Repeat the same password you typed above to confirm.
4- Select a security question that you can easily remember by clicking the drop-down arrow.
5- Here you will enter the answer to the security question selected above. This is to help you recover your account or your forgotten password.
6- Enter your email address in this box or click here to create a Gmail account and here for a yahoo mail account.
7- Enter your phone number in this box.
8- Enter the year you were born in this field.
9- Click this box to select the bank in which you receive salary.
10- Enter the code shown on the anti-bot image. This is to verify if you are human or a robot

This a very good initiative by the Cameroon government, which will now enable civil servants to download payslip in Cameroon for free from the internet. This will save state workers from the stress of going to ministry or delegation for basic documents, Or even at times pay an individual who have their own means of getting the payslip and selling to the concerns.
It will really be a nice initiative if such acts can be extended to other documents including the Cameroon GCE Results, so much so that students can have a fixed site from which they can view their results at all time from the date of publishing of the results; why not even their result slips.
We can make it together and make the country a better place, it is just about looking at some very basic lapses and cover them effectively. Elung Paul Che, deputy Minister of Finance (Minfi), made a media appearance on 25 October 2016. And for a good reason, users are receiving SMS messages indicating that the issuance of payslips by his department costs FCfa 1,000.
According to the government member, this is the work of unidentified and unauthorized individuals who have been sending, since 7 September 2016, electronic messages through the email account “firstname.lastname@example.org”, to offer to issue payslips as well as deduction statements to civil servants. Users are thus impelled to pay FCfa 1,000 per required document via MTN mobile money or Orange Money transfer to the telephone number 6 91 48 45 93, after communicating the identification information of the applicant (registration number, telephone number, month and year of the requested payslip and email address), through text message.
While firmly condemning this practice akin to cyber criminality, Minfi informs all its users that it has, to date, granted no approval or authorization to no-one to provide this type of service.
Elung Paul Che moreover reminds civil servants both in service and retired, that the issuance of payslips is a right and should not be subjected to payment. Therefore, he cautions public servants against the potential risks. In particular, the possibility of falling victim to a con or getting non-certified documents.

Housing allowance: it is compensation granted to workers by the government for obtaining a housing facility. This allowance applies only to those who do not benefit from government housing.
The flat supplement: except for certain contract workers, all government employees receive this extra pay monthly.
Family benefits: this is given concerning the number of legally declared children the worker has. The calculation is done for all kids below the age of 21. This turns out to be helpful to workers with large families.
Grade related benefits: these are benefits which are given to those who occupy particular positions.
Responsibility and representation bonuses: these are given to civil servants who officially represent their departments of work on special occasions and committees.
Technical bonus: some workers who benefit from this are workers of the Ministry of Youth and Sports as well as those from the Ministry of Secondary education.
Risk bonus: civil servants whose job entails risk and possible accidents are entitled to this bonus.
Charge deductions of the payslip

Pension contribution: the law on pension created in 1969 and implemented in 1974 covers all non-self-employed persons. This contribution is applied to workers who are more than 20 years of age and below 60.
How to download payslips in Cameroon
This can be done via a computer or a tablet with a stable and swift internet connection. You will have to visit the web portal of the Ministry of Finance, precisely ebulletin.minfi.cm. To make navigation easier, choose a preferred language, and log into your account. In case you do not have an account yet, click on the “Create Account” button from which you will be presented with a form requiring various information. During the creation of your account, make sure you double-check the information provided at each stage to avoid mistakes. For easy recall of your login information, chose a username and password which you are certain not to forget. You could equally simply write down these login details in your diary. Information demanded on the payslip registration form includes the date of birth, marital status, name of spouse and occupation, job posting details, and date of effective service. An important point about this registration which could be helpful in case you have trouble logging into your account is the secret question: here you are advised to select a question whose answer is so obvious that you will never doubt it. Once this is done, click on the “Save” button at the bottom on the page for later viewing and then on print to obtain the hard copy of your payslip.
